Stability control can be turned off by pressing the appropriate button on the Simple Powertrain Control widget (to the left of your tacho/speedometer). After you learn how to brake on the edge of that locking, you can re-equip it - just to make sure you won't lock out during a panic break (that happens to everyone, even Keiichi Tsuchiya has to panic brake once in a while). Why remove it? To get to know exactly how much you can push the brakes until the wheels lock and you go skidding right into that guardrail.
